Schumpeter credits Broggia (1698-1767) with being one of the originators of a pure theory of taxation. Broggia's principal work, the Treatise on Taxes, Money, and the Policy of Public Health is "a digest of all that was best, not only in the public-finance literature of the eighteenth century but also in most of that of the nineteenth" (Schumpeter, p. 205).
